Basel III and SME Financing

Based on the Pittsburgh G-20 agreement the Basel Committee on Banking Supervision elaborated a new set of banking regulations in December 2010, commonly known as the “Basel III” accord which is entering the implementation phase. Now, in light of a “haircut” for Greek bonds, calls for even stronger than Basel III capital requirements for banks and systematically important financial institutions (SIFI) are under discussion. A one-size-fits-all approach to tackle “too big too fail” institutions however neglects the characteristics of the European banking traditions which differ from country to country.

20. - 23.11.2011, Dialogprogramm für MultiplikatorInnen aus Deutschland
Die Industrie steht hinter einem Fünftel der europäischen Wertschöpfung, sie stellt ein Viertel der Arbeitsplätze im verarbeitenden Gewerbe und einen ähnlich hohen Anteil in den nachgelagerten Dienstleistungen. Diese Bedeutung erkennt auch die EU-Kommission und versucht nun mit einem industriepolitischen Gesamtansatz den Beitrag der Industrie zur europäischen Wettbewerbsfähigkeit zu stärken. Die Finanz- und Wirtschaftskrise hat den Bedarf struktureller Umbauarbeiten in der Industrie verstärkt, hin zu einem langfristigen und nachhaltigen Wirtschaftsmodell. Industriepolitik wird sich daher an Kriterien der Nachhaltigkeit ausrichten, Energie- und Rohstoffeffizienz vorantreiben, weiter in Forschung und deren Transfer investieren und Märkte für qualitativ hochwertige Produkte und Entwicklungen erhalten und ausbauen müssen. Gleichzeitig müssen besonders die Arbeitnehmer in die Umstrukturierungsprozesse einbezogen, die Fachkräftebasis für die neuen Herausforderungen aufgebaut sowie Ausbildungsziele entsprechend ausgerichtet werden.

Implications of NATO’s deterrence and defense posture for the future of European arms control

Twenty years after the East-West conflict came to an end, the military situation in Europe has been reversed. Until the demise of the Soviet Union and of the Warsaw Pact, NATO’s security policy was determined by the perception of the Warsaw Pact states’ conventional superiority. Since the early 1990s, however, NATO’s conventional military superiority has been growing.
The complex interaction between conventional and nuclear weapons is an ambivalent element which could once more intensify military competition. In Europe, conventionally weaker Russia links advances in nuclear arms control to a reduction of conventional imbalances. The USA, by contrast, is not willing to reduce its advantages in conventional capabilities in order to improve relations with Russia. At the same time, NATO in the context of its Deterrence and Defense Posture Review is reviewing the mix of its nuclear and conventional military capabilities. Genuine, substantial and sustainable progress on arms control will be achievable only when political relations between Russia and NATO have improved fundamentally. But arms control and confidence building can help move this process along.
A new study by FES and the Institute for Peace Research at the University of Hamburg (IFSH) discusses prospects for arms control in Europe against this against background. This roundtable will provide an opportunity to discuss findings with three authors of the report “Conventional imbalances and the future of nuclear arms control in Europe?“. This by-invitation-only roundtable will take place under Chatham House rule.

„Aktionärinnen fordern Gleichberechtigung – Erhöhung des Frauenanteils in Führungspositionen

Nach wie vor stellen Frauen lediglich 12% der Aufsichtsratsmitglieder in den größten börsennotierten Unternehmen in Europa. Obwohl Wirtschaft und Politik sich einig sind, dass der Frauenanteil in Führungspositionen erhöht werden sollte, werden nur sehr langsam Fortschritte erzielt.
Gesetzlich oder freiwillig - welcher Weg muss eingeschlagen werden? Neben einer freiwilligen Selbstverpflichtung, die es auch in Deutschland seit 10 Jahren gibt und die allerdings keine nennenswerte Erfolge gezeitigt hat, gibt es Forderungen nach einer gesetzlichen Quotenregelung von 40%, wie sie etwa in Norwegen erfolgreich praktiziert wird.
Vor diesem Hintergrund lud das FES Europabüro in Zusammenarbeit mit Kerstin Westphal (MdEP) am 22. November 2011 den Deutschen Juristinnenbund (djb) ein, die kürzlich erschienen Studie „Aktionärinnen fordern Gleichberechtigung 2011 - Erhöhung des Frauenanteils in Führungspositionen im europäischen Kontext“ erstmals auch der europäischen Öffentlichkeit vorzustellen.

Seit dem Frühjahr 2011 muss Portugal unter dem Druck der internationalen Finanzmärkte zur Sanierung seiner Staatsfinanzen für drei Jahre im Umfang von 78 Mrd. Euro unter dem EU/IWF-Rettungsschirm Schutz suchen. Dies ist an strenge Auflagen im Rahmen eines rigiden Sparprogrammes geknüpft. Inzwischen hat der Austeritätskurs zu einer breiten wirtschaftlichen Rezession geführt, zu hoher Arbeitslosigkeit und einem starken Rückgang privater und öffentlicher Investitionen. Für die sozialen und sozialpolitischen Akteure wie die Gewerkschaften stellen sich angesichts dieser Perspektivenlosigkeit große Herausforderungen zur Abfederung und Überwindung der sozialen und wirtschaftlichen Krise. Im Austausch mit politischen Entscheidungsträgern und weiteren Vertretern der EU-Institutionen und Verbände soll das Seminar portugiesische Perspektiven von vor Ort mit Sichtweisen der europäischen Akteure in den Austausch bringen. Dabei sollen Fragen erörtert werden zur Rolle der gewerkschaftlichen Akteure im Kontext der Wirtschaftskrise sowie konkrete Lösungsoptionen und Handlungsempfehlungen zur Überwindung der sozialen und wirtschaftlichen Krise.

Approches novatrices pour la protection sociale-Quelles sont les priorités de la coopération de l'UE

Réduire la pauvreté en améliorant l'emploi, l'employabilité et la protection sociale, ainsi que promouvoir un travail décent, est la caractéristique importante dans les politiques de développement et de coopération de l'UE. Pour parvenir à l'intégration et la cohésio n sociale, le revenu, l'emploi et la protection sociale sont considérés comme essentiels. Ils peuvent servir comme outil pour obtenir des résultats de croissance et réduire la pauvreté.
Cette table ronde est organisée pour discuter avec des experts de différentes régions, savoir ce que l'UE est censée faire ou ce qu´elle peut faire pour promouvoir la protection sociale. Over the last 60 years workers‘ participation has developed into an essential element of the European socio-economic model. The conference will debate in what way this tradition has made a more sustainable contribution to overcoming the crisis in real economy than other corporate governance models. During the debate in different panels practitioners from European companies and works councils will look into the current state of codetermination in Europe. Industrial relations scientists from the US, South Africa and Turkey will bring in perspectives form outside the European Union and scrutinize the relationship between codetermination and global competition. Against this backdrop the event will end on questioning the European Parliament and the EU-Commission on how to further promote and strengthen workers’ participation.

EU as Actor in International Climate Policy–European Ambitions and External Perspectives

The EU is pressing developed nations to commit to steep emission reductions and developing nations to start limiting their rapid emissions growth, priding itself in being a leader by example. It has thus committed to reducing its greenhouse gas emissions by 20% by 2020 below 1990 levels and also offered to increase this reduction to 30% provided that other parties make comparable commitments. However, as the latest conferences on climate change in Copenhagen and Cancún have reminded us, when 194 Parties take steps together in the UN context, progress is slow by definition.
This roundtable will bring together experts from inside and outside the EU to discuss its role in the international climate negotiations, how it is perceived from within and outside the EU and how it can stimulate political will for strong global climate action. It is addressed at representatives of EU institutions as well as Brussels based think tanks and NGOs.

The Engagement of Regional Neighbours in Afghanistan

In light of the withdrawal of international forces by 2014 the role regional actors could play in Afghanistan will return to the agenda. While security in Afghanistan has always been a major concern for regional powers and neighbouring states, they have taken a back seat in the stabilization process following international military intervention. At present Russia and other regional players are willing to become more active in socio-economic reconstruction of Afghanistan, but are not ready to take responsibility for the country’s security situation.
Friedrich-Ebert-Stiftung Moscow has published a paper on “The Engagement of Regional Neighbours: A Precondition for Sustainable Development in Afghanistan”. In particular, special attention is paid to the potential role of the Shanghai Cooperation Organization. The roundtable is to present the main findings and to discuss EU and Russian approaches to Afghanistan’s rebuilding and transitions process.
The author Ivan Safranchuk is associate professor at the Moscow State Institute of International Relations. In 2010 he led a research project sponsored by the Russian MFA, on regional perspectives on the Afghani situation.

Enlargement in times of crises: challenges, chances and perspectives
10. - 15.10.2011, Seminar for young politicians from the Western Balkan countries, Romania, Slovenia and Moldova
In the framework of FES regional capacity building program for Promising Politicians in South Eastern Europe, this year again a delegation of 18 young politicians from Albania, Bosnia-Herzegovina, Croatia, Kosovo, Macedonia, Moldova, Montenegro, Romania, Serbia and Slovenia will take part in a Brussels visit consisting of two parts: Firstly, the participants will play an “EU politics simulation game” which will give them first-hand insights into the EU decision-making process by actively representing the EU member states’ interests and positions during a simulated bargaining process on a concrete EU directive in the EU Council of Ministers. Secondly, participants will attend an EU dialogue program which aims at providing them with a sound understanding of the central questions currently on the EU agenda and their implications for the EU enlargement process. They will meet and exchange views with experts, policy and decision makers from the EU-institutions, the EU presidency, as well as NGOs and political umbrella organizations. This year’s program focuses on the challenges EU is currently facing internally as well as on the achieved reforms and further steps needed to be taken by the neighboring countries themselves in order to enhance their process of integration into the European Union.

Europäische Migrations- und Asylpolitik
09. - 12.10.2011, Dialogprogramm für MultiplikatorInnen aus Deutschland
Die europäische Migrations- und Asylpolitik pendelt zwischen den Sicherheits-, Schutz- und Abwehrinstinkten der Europäer einerseits und andererseits den notwendigen europäischen humanitären Ansprüchen und Verpflichtungen für Frieden und Entwicklung in der Welt. Hinzu kommen vermehrt wirtschaftliche Erwägungen vor dem Hintergrund der demographischen Entwicklung in Europa. In der Praxis dominieren die schnellen und konkreten Vorschläge etwa hinsichtlich Grenzüberwachung und Zugangskontrollen zur EU. Dahingegen kommen die Debatten zu einem EU-weit einheitlicheren Migrationsregime mit klaren Prioritäten nur langsam voran. Denn nach wie vor obliegt es den Mitgliedstaaten über Zuwanderung auf ihr Territorium selbst zu entscheiden. Dabei sollten zumindest gemeinsame Standards weiterentwickelt und die innereuropäische Solidarität gestärkt werden.
Im Laufe des Programms sollen diese Herausforderungen in Hintergrundgesprächen mit Vertretern aus den verschiedenen europäischen Institutionen sowie von Intereressengruppen und NGOs diskutiert und Lösungsansätze entwickelt werden.

Taking Stock of the Eastern Partnership in EU, Ukraine and Moldova

The roundtable aims, first, at evaluating achievements of the Eastern Partnership (EaP) in Ukraine and Moldova since the launch of EaP in 2009, and second, at evaluating its outcomes versus original expectations within the EU. The discussion will proceed on the basis of draft papers developed within the research project on Taking Stock of the Eastern Partnership carried out by the Research Centre of the Slovak Foreign Policy Association (RCSFPA) in Bratislava and supported by the Friedrich Ebert Stiftung Bratislava office, including independent research done by Ukrainian and Moldavian experts in their home countries. Alexander DULEBA, Director of the Research Center of the Slovak Foreign Policy Association and the project’s coordinator and Vladimir BILCIK, Head of the European Affairs Research Program at the Research Centre of the Slovak Foreign Policy Association will present the main findings of the research study. A representative of the European External Action Service, division in charge of Eastern Partnership, is invited to comment on their presentations. Experts and decision makers from EU institutions, representatives of EaP partner countries’ missions to the EU, NGOs and think tanks are invited to join the event and contribute to the open debate around the table.

The post-election situation context in Burma/Myanmar: Developments, Challenges and Opportunities for Future Engagement
The parliamentary elections in November 2010 and the following installation of a civilian government in March 2011 were the final steps in Burma/Myanmar’s transition to a so called “disciplined democracy”. Even though the new political set-up is still dominated by the former military elite, the country has since undergone small but considerable steps towards political changes.
When President Thein Sein publicly called for national reconciliation, good governance and anti-corruption in his augural address in March observers were surprised by the new political message sent out from Naypyidaw. Since then several reform projects have been initiated. In addition to this the release of democracy icon Daw Aung San Suu Kyi and her participation in high level talks to discuss the future of Burma/Myanmar may underline the eagerness for true national reconciliation. The visit of UN’s special rapporteur on human rights as well the establishment of a national human rights commission are just some of the examples to show that change in Burma/Myanmar may be about to happen in the near future.
While these positive developments clearly take place ongoing struggles between the army of Myanmar and armed ethnic groups like in the Kachin state in June 2011 show that Burma/Myanmar is still a country divided by severe ethnic conflicts. Despite the promise of peaceful solutions a meaningful conflict dissolving dialogue is still far from taking place.

Social Dialogue on EU level and the role of trade unions in the EU accession process
EU training for trade union experts from Albania, Bosnia-Herzegovina, Croatia, Macedonia, Montenegro, Serbia and Slovenia, 20. - 24.09.2011, Brussels
How can workers and trade unions get prepared for future EU membership? What does Social Dialogue on EU level mean? What role should trade unions play in the accession process? What problems and challenges do trade unions face in the Western Balkan countries?
13 trade union experts from 7 Western Balkan countries will tackle these questions and discuss their experiences and views with representatives from EU institutions such as the European Commission, the European Parliament, the European Economic and Social Committee as well as the European Trade Union Confederation. This training is part of a capacity building series for trade unions organised by the FES Regional Project for Labour Relations and Social Dialogue in South-Eastern Europe (based in Belgrade); it was preceded by a preparatory seminar in Berlin. The aim is to build up trade union experts’ and representative’s capacity in shaping a social Europe.

International climate policy and approaches of Green Economy in Latin America and the EU

In cooperation with the FES office in Ecuador the EU Office is organizing a dialogue program for a delegation from Latin America on Green Economy. The delegation consists of members of parliament, political advisors and researchers.
The aim of the program is to bring together EU and Latin American’ experts to exchange different perspectives on international climate policy and to discuss approaches of Green Economy and sustainable development in the EU and Latin America and to meet with representatives from different EU-Institutions, trade unions, think tanks, civil society organizations and interest groups.

Doch ist Europapolitik tatsächlich undurchsichtiger als Bundespolitik? Mit welchen Hindernissen verlaufen europäische Entscheidungswege und wie sind die politischen Kompromisse zu bewerten? Bei der Beantwortung dieser Fragen für die Bürgerinnen und Bürger kommt der Presse eine entscheidende Rolle zu – wie sie Europa vermittelt, welche Aspekte der Themenvielfalt herausgegriffen und wie sie aufbereitet werden.

One of the main challenge of development policy is to justify spending tax payers’ money on development activities. At the same time practitioners of development cooperation are asked to prove the efficiency of their projects. This not only applies to tight national budgets, but also with regards to the countries, who are partners in development programmes.
Even though it is a challenge to prove effectiveness through short, measurable results , decision makers and actors are asked to justify the necessity and efficiency of development cooperation. The background to this debate are: The Fourth High Level Forum on Aid Effectivness in Busan (HLF-4), the negotiations on the multiannual financial framework of the EU, as well as the German debate on bilateral versus multilateral development cooperation .
The justification of development policy is not only required on national, but also on European and international level. Moreover, with regards to aid effectiveness, coordination between those levels is important.
The EU office of the Friedrich-Ebert-Stiftung organises this roundtable to discuss with representatives of EU institutions, Brussels based Think Tanks, as well as Members of the German Parliament, to discuss the future of German and European development cooperation. We would very much appreciate if you could join us on this occasion.

New Priorities for Public Finance

Achieving Policy Coherence to Strengthen the State, Reduce Inequality and Promote Sustainable Growth
The financial and economic crisis has significantly contributed to the deterioration of the fiscal condition of almost every G20 nation since the onset of the crisis. It is therefore high time to discuss new priorities for public finance in the industrialized countries.
From mainstream theory we learn that it is not possible to coordinate fiscal and monetary policy, but we know that governments have a choice as to who will bear the burdens and who will benefit from this rebalancing of their economies: the rich through austerity, or the whole of society, including the vast middle and working classes via progressive taxation to sustain necessary social protections and jumpstart sustainable industrial policies.
The Friedrich-Ebert-Stiftung has the honour to welcome a selected group of international experts and policy makers to explore links between alternative economic models and new priorities for a progressive public finance policy.

Die Schulden- und Eurozonenkrise hat zu großen Verwerfungen in der EU geführt. Auch wenn Deutschlands Wirtschaft wieder angezogen hat - und das wesentlich mehr als in anderen europäischen Länder - hält die Politik das Kredo zur unbedingten haushaltspolitischen Konsolidierung hoch. Für die regionalen und kommunalen Gebietskörperschaften ist dies mit großen Herausforderungen verbunden. Hinzu kommen für Länder wir Hessen mit Finanzzentren wie Frankfurt konkrete Auswirkungen im Zusammenhang mit den europäischen Reformvorhaben zur Finanzmarktregulierung. Vor diesem Hintergrund sollen die Krisensymptome aus der Sicht eines deutschen Bundeslandes diskutiert werden und solidarische wie nachhaltige Lösungswege für Europa skizziert werden.

The Strategic Partnership between China and the European Union

The Friedrich-Ebert-Stiftung, EU Office has invited a high ranking delegation of research fellows from the Shanghai Institutes for International Studies (SIIS, China) to discuss the relations between the EU and China. The delegation will meet with experts from EU institutions and Brussels based think tanks. The programme will focus on the Strategic Partnership between China and the EU and EU’s foreign policy, in particular the impact of the new European External Action Service on the further development of China-EU relations.

"How to spend it - Smart procurement for more effective aid"

In the run-up to the Fourth High Level Forum on Aid Effectiveness (HLF4) in Busan at the end of November this year, the OECD and the EC have launched different monitoring reports to assess progress towards the commitments made in Paris and Accra. Among civil society groups, Eurodad is publishing one of the main contributions. Eurodad’s new Report “How to spend it. Procurement, aid untying and the use of country system” (working title) is a major contribution to the aid effectiveness agenda ahead of the HLF4 in Busan. Official and CSO research findings will provide a crucial platform to inform the positions taken by decision-makers and civil society involved in the preparations of the HLF4.
Eurodad’s report investigates how aid is actually spent, who the beneficiaries are and what the local economic impact is. The report builds on six country case studies. It monitors the implementation of the aid effectiveness commitments in the fields of procurement, aid untying and the use of country systems which were made in the Paris Declaration and the Accra Agenda for Action. Based on this evidence, it also proposes a forward-looking agenda for policy- and decision makers to consider in the run-up to the upcoming high-level forum in Busan.
With the objective to provide an in-depth and constructive engagement between civil society and officials, Eurodad and partners are organising two roundtable discussions in Brussels and Washington, D.C. in the coming months and will gather decision-makers, civil society and experts.
As speakers we have the honour to welcome Andris Piebalgs, EU Commissioner for Development, Brenda Killen, OECD, Head of Aid Effectiveness Unit (tbc), Richard Ssewakiryanga, Director UNNGOF, as well as Charles Gore, UNCTAD, Head of Research and Policy Analysis on Africa and LDCs. Bodo Ellmers (Eurodad) will present the report.

Die Finanz- und Wirtschaftskrise hat einige der grundlegenden Schwächen in der Konstruktion der Europäischen Union offenbart. Mehr denn je kommt es darauf an, mit politischem Führungswillen unter dem Gebot der Transparenz und größtmöglichem öffentlichen Diskurs ein fortschrittliches europäisches Projekt vorzuzeichnen, das den Bedarf gemeinsamer Reformen für mehr Nachhaltigkeit im wirtschaftlichen, sozialen und ökologischen Sinne zum Wohle aller EU-Bürger klar herausstellt und entsprechende Integrationsschritte und -instrumente benennt. Deutschland als eine der größten Volkswirtschaften in und Gründungsmitglied der EU kommt dabei eine besondere Verantwortung als Initiator und Integrationsmotor zu. Deutschland nimmt jedoch neben anderen Mitgliedstaaten nunmehr verstärkt seit der Griechenland-Krise eine immer zurückhaltendere Position bei der Gestaltung des EU-Projekts ein, die eher einem nationalen Rückzug gleicht als einer europäisch einenden Reformkraft.

Gesundheitspolitik und VerbraucherInnenrechte in der EU
26. - 29. Juni 2011, Dialogprogramm für MultiplikatorInnen aus Deutschland
Im Bereich der öffentlichen Gesundheit, von Pandemiebekämpfung über Gesundheitsforschung bis hin zu sozialen Fragen des Zugangs zu Versorgung, ist die EU vor allem durch Förderprogramme, das Erstellen von Statistiken, die Sammlung guter Praktiken oder die Abgabe von Empfehlungen aktiv. Konkrete EU-Gesetzgebung entsteht schließlich v.a. im Kontext des Binnenmarktes, etwa im Falle grenzüberschreitender Gesundheitsleistungen. Durch Kostendruck und Qualitätsunterschiede in der Versorgung oder spezialisierte Behandlungsmöglichkeiten in verschiedenen Ländern wird sich der Gesundheitsmarkt immer stärker auch grenzübergreifend entwickeln.
Im Dialog mit VertreterInnen des Brüsseler Institutionenspektrums sollen neben Fragen der Auswirkungen auf die nationalen Gesundheitskassen und Versorgungslagen auch Aspekte des VerbraucherInnenschutzes und der PatientInnenrechte, die durch grenzüberschreitendes Handeln der PatientInnen aber auch der Gesundheitsindustrie betroffen sind diskutiert und politische Empfehlungen für einen sozialverträglichen Gesundheitsbinnenmarkt entwickelt werden.
Turkey after the Elections: new challenges ahead

The parliamentary elections in Turkey on 12 June have been a crucial event in Turkish politics: since the DP in the 1950’s, the AKP is the first party that got a third term in office.This period of political stability together with an economic success story gives Turkey a chance to solve long disputed problems: the making of a really democratic and civil constitution and the solution of the decade’s long Kurdish question. The ruling AKP have promised to deal with these tasks after the elections. Accordingly, the public expectation to the newly elected parliament is high: progress in the democratization process, further reforms concerning the military establishment in Turkey and guaranteeing the freedom of expression is expected. This roundtable debate – jointly organized with Turkish Economic and Social Studies Foundation (TESEV) – aims at analyzing the outcome of the Turkish elections and to identify the most outstanding challenges that need to be tackled by the new government, such as the constitutional challenge and the Kurdish question. Gender policy in the EU and Latin America
20. – 24. 06. 2011, Dialogue Programme for practitioners from the Andean Countries and Mexico
Gender mainstreaming is a well-known and widely supported concept in most European legislations and organizations. Even though being a cross-cutting issue in many fields, defining gender mainstreaming in practice becomes more difficult. The FES EU Office has therefore invited practitioners in the field of gender policy from the Andean Countries and Mexico to discuss with their European and Belgian counterparts recent concepts of how to promote gender equality on a regional, national and local level.
Apart from getting insights into the European approach to gender mainstreaming and how to program corresponding policies, the participants will meet with representatives from the European Commission, the European and the Belgian Regional Parliament to discuss the particular role of politics in this regard. As with our further guest speakers representing civil society and trade unions, the question of ownership, implementation and effectivity will be discussed when analyzing and comparing the different approaches and strategies in Europe and Latin America.

Europe 2020: The European Strategy for a sustainable Growth. What does it look like from outside?

The EU wants to come out stronger from the crisis, which has “wiped out years of economic and social progress and explored structural weaknesses in Europe’s economy”. It has therefore come up with a strategy to develop a smart, sustainable and inclusive economy – Europe 2020. This vision of Europe’s social market economy for the 21st century wants to combine economic success with social inclusion and ecologic responsibility to stimulate growth, employment and competitiveness and to tackle challenges such as climate change and demographic changes.
The EU office of the Friedrich-Ebert-Stiftung organises a roundtable with experts from Brazil, India, China, Russia and the EU. It is to assess the EU’s strategy from an outside perspective and to compare it with other countries and regions and their approach to growth on a global level with a focus on the most pressing questions: Which development model is inherent in this vision? Is it possible to put social and ecological objectives at the same level as economic integration? New wine in old skins? Or an alternative model of development? What impact to expect on partner countries/other global actors? What impact on EU’s role in the global governance structure?

Press freedom in the EU – a critical approach to EU-Media Law
14.06.-17.06.2011, Dialogue program for Hungarian journalists
The new Hungarian media law put press freedom under threat. As a protest the Hungarian newspaper Népszava (Voice of the people) was published with a blank page the day after this controversial law was passed in December 2010. The day the law entered into force Hungary coincidentally took over the EU-presidency and was under pressure to re-discuss this law within the term. As a consequence press freedom has become a new point of discussion in all EU member states.
Before the end of the Hungarian EU-presidency the Friedrich-Ebert-Stiftung has invited four journalists working for Népszava to a dialogue programme in Brussels. The participants will meet decision makers and experts from the EU-institutions and media representatives to be informed about the contents and application of EU media law in the member states. The different interpretations of press freedom in the member states will be discussed in this context. The work and the results of the Hungarian EU-presidency will be highlighted as well. Furthermore the participants will meet journalists working for different European newspapers for an exchange of knowledge and experience on reporting on the national and the European level and to learn about the difficulties to place EU-news in local newspapers.

The New Common Foreign and Security Policy in the shadow of the Crisis: Expectations & Reality Check

The Lisbon Treaty boosted EU’s ambitions and expectations for a Common Foreign and Security Policy (CSFP) and a Common Security and Defence Policy (CSDP) considerably. It provided a structure that was to equip the EU with a single voice and to enhance the efficiency and coherence of external actions, the High Representative for Foreign and Security Policy and the new to be established European External Action Service (EEAS) being the most prominent features of the pioneering area. In the light of the current Euro-crisis, these ambitions appear to be less important. Half a year after the EEAS assumed its activity, it proves to be more complex to put a forward-looking strategy on foreign policy challenges in place than supporters for a stronger and more integrated CFSP/CSDP would have expected and critics increasingly pinpoint the weakest aspects of the newly setup structures.
We would like to invite you to discuss the CFSP/CSDP with regards to current challenges.

South Africa: Past, the legacy for its contemporary policies

Since the end of Apartheid in 1994 South Africa has become an important actor at the regional and international level. Its transition from an isolated country to a democratic state based on human rights and non-racialism is still one of the most impressive political transitions of our time.
While playing an increasing role on the international stage South Africa is committed to the promotion of African interest. Therefore amongst other reasons hosting of the 2010 World Cup reflects the countries’ approach of being a gateway to the African continent. But despite its leading role in Africa and its increasing political and economic influence South Africa is still facing wide economic and social disparities which are affecting its whole society. Since December 2010 South Africa forms BRICS (Brazil, Russia, India and China), the group of emerging states shaping the future world order.
The debate aims at discussing the internal and external challenges of South Africa as an emerging power, its international role as well as the prospects of its strategic partnership with the European Union. As speakers we have the honor to welcome Denis Goldberg, Civil Rights Activist and former Anti-Apartheid Campaigner, one of the Rivonia Trialists, including amongst others Nelson Mandela, from South Africa, and Bernd Lange, MEP and member of the Delegation for Relations with South Africa in the European Parliament.

Die Mitteilung der EU-Kommission zur Migrationspolitik von Mai 2011 erhält vor dem Hintergrund der Flüchtlingssituation im südlichen Mittelmeerraum eine besondere Dringlichkeit. Die Mitteilung sucht zum einen eine stärkere koordinierende Rolle der europäischen Ebene und betont den Bedarf nach mehr innereuropäischer Solidarität sowie gemeinsamen Standards im Umgang mit Zuwanderern. Gleichzeitig wird aber auch ein stärkerer Schutz der Außengrenzen und ein strikterer Umgang mit nicht schutzbedürftigen irregulären Zuwanderern gefordert. Als Hauptakteure bei den EU-Entscheidungen zu Asyl- und Migrationsfragen sind die EU-Mitgliedstaaten aktuell zurückhaltend und wie die Debatte um die Wiedereinführung von Kontrollen an den Binnengrenzen zeigt, z.T. sogar stark abwehrend.
Der Roundtable soll thematisieren, wie mehr Solidarität, höhere Standards, stärkerer Schutz der Menschenrechte und eine umfassendere außen- und entwicklungspolitische Perspektive auf Migrationsfragen gefördert werden können und welche Rolle Deutschland im europäischen Kontext dabei einnimmt.
